First organizational Meeting -- March 3, 1999

* Elected Sen. Pignatelli to be Vice Chair of the Committee.

* Asked that Rep. Mirski submit to the committee by March 17, 1999 a bill of particulars to "fully and substantially" indicate why Justice Brock should be dismissed as required by Art. 73, Pt. II, NH Constitution.

* Voted to restrict discussion at the public hearing to the topics enumerated in Rep. Mirski's bill of particulars.

* Decided that Rep. Mirski or his designate would have 3 hours to testify to the committee. On the same day the public would have 3 hours to testify to the committee (no more than 5 minutes per speaker for or against the measure). Then two weeks after Justice Brock receives the written transcript of the testimony, he or his designate would have an opportunity to testify for 3 hours.

* Voted that the committee would vote up or down on the full bill of address.

* Voted that a supermajority of all the members (8 out of 12 members) would be needed to approve the measure.

* Voted not to discuss the substance of the measure outside the committee; to defer questions to the chairman (who said he'd defer questions to counsel). Ann Davidson, Senate counsel; Betsy Miller, House counsel.

* Decided not to ask questions during testimony, only afterwards.

* The cause for dismissal must be reasonable, fully and substantially stated, but not grounds for impeachment.

* Given that the rules of the House are Mason's and that it would be an unconstitutional delegation of authority to seek a supermajority vote for passage of the measure by the committee, the committee decided that only a majority of those present and voting was necessary.
